It's a monking convention.

They are deciding how much they'll charge to join groups, set the new prices for 55 runes and exchange the insults to use when dealing with wammos and assassins.

"new" is relative...If "New" to you means before Factions was even out, then yes it is "new".

I snuck into that convention once.

Was amazed at it, also kind of afraid when they found me out cause I forgot to change from Mo/R to Mo/W.
